Cardinal reforms are being implemented today in the system of local state administration and self-government, which are aimed primarily at forming an independent budget, transferring part of municipal property to the jurisdiction of local self-government bodies.
  • In this context, the issues of improving the efficiency of management activities of rural akims, forming their strategic, innovative thinking, a new culture of transformational leadership are of particular importance.
  • What is the specific mechanism for effective management of the budget and communal property? What is the algorithm for forming the revenue base of the rural budget?  What professional competencies and practical skills should a rural akim have?
  • The training of rural akims under this program is aimed at the formation and development of specific professional competencies and practical skills for the successful implementation of local government reforms.
