In 1994 — the National Higher School of Public Administration under the president of the Republic of Kazakhstan (NGSPA) was opened. (on the basis of the Higher Party School of the Central Committee of the Kazakh SSR established in 1942.

1998 – The Academy of Public Service under the President of the Republic of Kazakhstan was established by merging the National Higher School of Public Administration under the President of the Republic of Kazakhstan and the Institute for Retraining and Advanced Training of Civil Servants under the Government of the Republic of Kazakhstan.
In 2000 — The Academy of Public Service under the President of the Republic of Kazakhstan was relocated to Astana, the capital city of Kazakhstan.
In 2005 — The Academy of Public Administration under the President of the Republic of Kazakhstan was formed by the merger of such government institutions such as “The Presidential Academy of Public Service” and “The Judicial Academy attached to the supreme court of the Republic of Kazakhstan” and the transfer of functions of the Republican National Enterprise Diplomatic Academy from “L. N. Gumilyov Eurasian National University” to the newly established government institution.

In 2008 — The Academy was reorganized into the Republican National Enterprise (RNE). In order to train senior civil servants, the National School of Public Policy has been established as part of the Academy.
The Ministry of Public Service Affairs of the Republic of Kazakhstan has been designated as the state administration body of the Academy.

2012 – Implementation of a joint project with the European Union to reform the Academy was started. The new Concept of development of the Academy was adopted (in May 2012) and implemented. For the first time the internationally recognized educational programs MPA (Master of Public Administration), MPP (Master of Public Policy), DPA (Doctor of Public Administration), DPP (Doctor of Public Policy) were introduced in the Academy for training masters and doctors of science of the new formation for the civil service of Kazakhstan.
2014 – The Development Strategy of the Academy of Public Administration under the President of the Republic of Kazakhstan until 2020 was adopted, which was designed to further modernize the system of training of civil servants using competence-based and practice-oriented approaches to the development of new directions and to improve the competitiveness of the Academy in the market of educational services in the CIS and SCO countries.
